The Ministry of Finance of Ukraine has included information on gender mainstreaming in the budget process in the Explanatory Note to the draft Law of Ukraine “On the State Budget of Ukraine for 2021”. In particular, in the process of preparing budget requests for 2021 – 2023, gender dimension was incorporated by 29 (35%) key spending units of the state budget funds (KSUs) under 41 budget programs. 10 KSUs (12%) are working towards improving the collection and processing of the necessary data, introduction of new and/or revision of the existing forms of statistical and administrative reporting, introducing changes to the legal and regulatory framework. The Ministry of Finance explains that the incorporation of a gender perspective in the characteristics of budget programs helps to improve the quality of public services, makes “visible” various groups of public services recipients and providers (in terms of gender, as well as social, age, professional and other characteristics), thus giving consideration to their needs in the process of budget funds allocation. As a result, the scope and structure of budget expenditures are optimised, and KSUs handle limited budget resources more efficiently.
