The GRB project is launching a set of webinars with the participation of international experts

The GRB project is launching a set of webinars with the participation of international experts aiming to disseminate knowledge and experience regarding modern GRB developments at the global, European and national levels.

The main objectives of the webinars are:

✔️ to stimulate stakeholders’ ability to search new ways of GRB implementation at the state and local levels in Ukraine;

✔️ to further strengthen the pool of authorities, GRB and gender equality experts to push GRB implementation in new directions;

✔️ to contribute to ensuring continuous work on GRB agenda in Ukraine;

Target groups:

  • civil servants and local government officials;
  • gender equality and GRB experts;
  • teachers of higher education institutions;
  • employees of international organisations and projects;
  • representatives of civil society organisations;
  • all those willing to deepen their knowledge of GRB issues.

The webinars will be conducted in English and Ukrainian with simultaneous translation provided.

Oksana Kyseliova – GRB Project Manager, Ph.D. She has work experience in academic sphere, international organisations and non-governmental sector. She has been advocating gender equality at the national and international levels for more than 20 years. Her experience includes more than 10 years of theoretical and practical work connected with gender-responsive budgeting implementation in Ukraine.

Oksana Tsiupa, Deputy Manager of the GRB Project. “Gender-responsive approach in the budget process: the essence and Ukraine’s experience”

Oksana Tsiupa – Project Deputy Manager, Ph.D. in Economics, majoring in Money, Finances and Credit, lecturer at the Department of  Finances of Vasyl Stefanyk Precarpathian National University. Has master degree in State Service. She is an experienced public sector expert, and in 2004 she was the Head of Unit of financing non-industrial sector of the Main Financial Department of Ivano-Frankivsk Regional State Administration. She was involved as an expert in the implementation of SIDA project “Gender-responsive budgeting at the local level in Ukraine” (2012-2013).

Speaker, topic: Rezart Xhelo, “GRB in the budget legislation” (11.00 – 13.00)

Rezart Xhelo is an international expert specialising in the field of equal opportunities in the sector of economy and labour market; in tools and methods of gender integration, in particular, gender-responsive budgeting; in gender analysis of policies and budgets; in gender impact assessment. He has 14 years of experience in providing technical assistance to the governments in the countries of the Western Balkans and South-Eastern Europe with the aim of integrating a gender perspective into public finance management. He is a consultant on the implementation of policies in accordance with the international legal framework for human rights, with an emphasis on public finance management, social integration, gender equality and gender budgeting.

Speaker, topic: Elizabeth Villagomez, “COVID-19 impact on gender equality and GRB”

Elizabeth Villagomez is an expert in applied economics in the field of social policy and labour market in developed and developing countries, with 35 years of experience in Latin America, Central and Eastern Europe, EU countries, Middle East and Africa. She was an economic management adviser at the United Nations Development Fund for Women (presently UN Women) in New York and managed a global gender budgeting program supported by the Belgian government and implemented in 14 countries in Asia, Africa and Latin America. She worked as a manager and senior research associate for the European Parliament projects. She also has experience consulting on economic programme for the UNIFEM Eastern Europe Regional Office including development of the strategy for gender responsive budgeting in the region and supporting NGOs in developing their own advocacy tools.

Speaker, topic: Professor Dana Frey, “Budget programs and gender budgeting”

Professor Dana Frey has extensive experience of public finance management in the United States, in developing countries and around the world. He managed long-term public finance reform projects in Central Asia, the Caucasus and Eastern Europe. He assisted the governments of more than twenty countries as a short-term adviser. He also served as an IMF adviser in the Caribbean region, South Asia and the government of Montserrat, an overseas territory of Great Britain.

Professor Frey specialises in budget preparation, gender budgeting, policy analysis and program evaluation, intergovernmental finance, monitoring and performance assessment.

Elisabeth Klatzer is an international expert on public administration and gender policy. She has more than ten years of experience in research and consulting on gender budgeting, public finance management, gender and economic policy. She is a Doctor of Economics and Social Sciences. The topic of her doctoral thesis is “Gender equality as the basis of fiscal and economic policy: the theory and practice of gender-responsive budgeting.” Dr. Klatzer possesses unique knowledge in various important areas, such as gender budgeting and public finance management.

She specialises in social innovation, entrepreneurship development, economic empowerment of women and institutionalisation of gender responsive budgeting.

Aleksandra Vladisavljević has 20 years of experience, 8 of which within international development projects implemented in the Republic of Serbia and across the Balkans. She is involved in local/regional economic planning capacity development, institutional capacity building, and design of programs/measures that are contributing to employment and entrepreneurship development. She has consulting experience in entrepreneurship development, business growth and innovation, business planning, SME development. She also professionally deals with gender analysis of public policies and budgets, as well as public advocacy.
