On September 28th, 2018, was held Ukrainian Women’s Congress (UWC) in Lviv. More than 100 participants from 10 regions of Ukraine took part in its work, among which were representatives of amalgamated territorial communities, local governments, state authorities, public activists. They discussed foreign and Ukrainian experience in introducing equal opportunities for women and men in society, stressed the need to harmonize existing legislation, taking into account the principles of gender equality and non-discrimination, called for the eradication of public and domestic gender stereotypes. The GRB project was one of the partners of the UWC.
An introduction to the discussion of the economic base and financial instruments that lay parity between women and men was made by Maja Bosnic, the Team Leader of the GenderResponsive Budgeting in Ukraine Project. She told about the achievements of the project for 5 years, about cooperation with the Ministry of Finance of Ukraine, regional departments of finance, about plans and expectations for the next years. She also stressed the importance of supporting these issues at the state level and the need for legislative consolidation of gender budgeting in the near future. Maja Bosnic also reported that for this time a gender budget analysis was carried out on 99 programs that are funded from state and local budgets: “Today, the gender approach is integrated into 60 passports of budget programs. This will help us to see and overcome gender gaps in various sectors, and to ensure equal access for women and men to quality services. Integrating a gender approach into documents related to the budget process will make gender resonsive budgeting a must for all main fund managers.”
The event was also attended by members of the GRB working groups from Volyn and Zakarpattya oblasts – Yuriy Fredyuk and Anastasia Okapinska. Yuriy Fredyuk, Head of the Finance Department of the Socio-Cultural Sphere of the Finance Department of the Non-Production Sphere of the Finance Department of the Volyn Regional State Administration, shared his experience in implementing the GRB in the Volyn oblast, in particular, spoke about the results of gender budget analysis in the sector of education.
