Within the framework of cooperation with “U-LEAD with Europe” program, the Gender Responsive Budgeting project participated in the training “Budget Process in United Territorial Communities”. The event was also attended by advisers on local finances of regional centres for the development of local self-government, international and Ukrainian experts, experts from the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine, Ministry of Finance of Ukraine, State Fiscal Service of Ukraine.
The training is aimed at providing practical experience in applying the gender-responsive approach in the budget process at the UTC level, informing about the current state and prospects of decentralization and reform of the administrative and territorial structure, improving and raising the knowledge of the participants in the field of medium-term budget planning, discussing the ways to increase the efficiency of tax administration at the local level, the effective use of budget funds and consideration of performance indicators, improvement of the skills for the involvement of citizens in the budget process through participatory budgeting.
A national expert, deputy project manager Oksana Tsiupa has also told the participants about gender budget analysis as the basis of the gender approach in the budget process. Together with the participants, the GRB project experts presented the results of a gender analysis of the UTC budget programs, conducted practical work and developed proposals and recommendations on the basis of the results of budget programs’ gender analysis.
