On January 23-26, 2018, Chernivtsi will host two training events, supported by the Project “Gender Budgeting in Ukraine” and dedicated to the subject of “Budget Process at the Local Level” for representatives of councils of the amalgamated territorial communities (ATCs).
Within the implementation of the Gender Budgeting Project in Ukraine (the GRB Project) and the implementation of gender-responsive budgeting for 2018, a number of training activities have been planned to improve the knowledge of the representatives of the councils of the amalgamated territorial communities about local budgets and the budget process at the level of local budgets.
At the opening of the training, the attendees will be addressed by the event organizers and partners: Deputy Head of the Oblast State Administration Ihor Bohatyrets and Team Leader of the Project “Gender Budgeting in Ukraine” Maja Bosnich. Maja Bosnich will also provide the attendees with information about the GRB Project objectives and progress.
The training will be conducted by a national expert Halyna Markovych.
During In the course of the two-day training sessions, the training attendees will gain information on the following:
local budget planning;
application of management by objectives in the budget process at the local level;
reporting on the implementation of local budgets;
control supervision over observance of budget legislation;
responsibility for violation of budget legislation.
Representatives of the ATC councils, apart from gaining theoretical knowledge, will perform a number of practical exercises aimed at forming and reinforcing skills needed for preparation of a budget request, development of a budget programme passport, preparing a draft decision on the ATC budget and annexes to it.
