On May 14-18, a study tour of the Ukrainian delegation to Albania was held with the aim to study gender budgeting issues. Within the study tour, Ukrainian civil servants visited the parliament, the Ministries of Finance, Health, Agriculture of Albania, as well as the municipality of the capital of Albania – Tirana.
Gender budgeting has already been integrated into the Budget Code of Albania and each ministry is obliged to include a gender perspective in its programs. During the trip participants learned examples of the positive impact of gender-sensitive budgeting on public policy. For example, during the gender budget analysis of programs, the Ministry of Health of Albania found that most of those who undergo medical examination are women – 60%, and men basically do not undergo regular diagnostics, which leads to late detection of various diseases. The Ministry applied appropriate measures aimed at increasing the awareness of men and improving their health.
Thanks to the introduction of gender budgeting, Albania has achieved many positive changes in the provision of services to women and men. This experience was learned by the representatives of the Ministry of Finance of Ukraine, the Secretariat of the Verkhovna Rada Committee on Budget, the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Health of Ukraine, the Ministry of Economic Development and Trade of Ukraine who participated in the study tour. In addition, Ukrainian civil servants shared their own experiences with the Albanian colleagues on the GRB implementation, as the example of Ukraine is considered one of the best examples of the implementation of gender budgeting in the world. The Ukrainian delegation consisted of 22 people.
